The advanced information communication changes from information customer to imformation producer with the promotion of communication ability in person. It makes the appearance of \u2018prosumer\u2019 together with UCC that is natural states by the level of information telecommunication technology. However, afteryears illegal harmful contents are going to increase with the use of UCC, also in reality the reverse function caused to \u2018the middle school girl\u2019s rape incident\u2019. Accordingly my study is focused on immature UCC fields that are necessary, useful work.
