[한-네덜란드] 경제안보, AI, 반도체 등 협력강화 논의
조현 외교부 장관과 여한구 산업통상부 통상교섭본부장은 2.11(수) 12시 외교부 청사에서 네덜란드의 다비드 반 베일(David van Weel) 외교장관 및 아우케 더 브리스(Aujke de Vries) 통상개발장관과 함께 제1차 「한-네덜란드 2+2 외교·산업 고위급 대화」를 개최하였다.
이번 회의는 전략적 동반자 관계인 양국의 외교·산업 당국이 함께 참여하는 최초의 회의로서, 글로벌 공급망 재편과 기술 경쟁 심화 등 변화하는 국제환경 하에서 양국이 유기적·통합적 관점에서 외교·경제·산업 사안들을 다루었다는 의미가 있다.
참석 장관들은 글로벌 지경학적 환경 변화와 자국 우선주의가 확산되는 상황에 대해 평가하고, 양국간 경제안보, AI·사이버·신흥기술, 반도체 산업, 핵심원자재 등 분야에서 협력 심화 방안을 논의하였다.
양국은 논의 결과를 담은 공동성명을 채택하고, 앞으로도 글로벌 경제안보 환경 변화에 대응하여 양국간 전략적 공조를 강화해나갈 예정이다.

대한민국 외교장관 및 통상교섭본부장과 네덜란드 왕국 외교부 장관 및 통상개발부 장관 간 제1차 2+2 외교·산업 고위급 대화 계기 공동성명
1/ 제1차 2+2 외교·산업 고위급 대화 계기, 대한민국 외교장관 및 통상교섭본부장은 2026년 2월 11일(수) 대한민국 서울에서 네덜란드 외교부 장관 및 통상개발부 장관(이하 “장관들”)과 회담을 가졌다.
2/ 고조되는 지경학적 긴장, 흔들리는 국제 무역 체제, 그리고 신기술 및 파괴적 기술의 급속한 발전이라는 배경 속에서, 장관들은 양국 간 전략적 동반자 관계를 기반으로 양자 협력을 한층 심화할 필요성을 재확인하였다. 장관들은 대한민국-네덜란드왕국 간전략적 동반자 관계가 규범 기반 질서 하에서 양국의 지속적인 성장 역량, 경제안보, 기술 리더십을 보장하는 데 있어 매우 중요한 수단임을 인정하였다.
3/ 대한민국과 네덜란드 왕국은 중요한 교역 및 투자 파트너이다. 장관들은 연례 협의 및 대화를 통해 무역, 경제안보, 군사 분야에서의 책임 있는 AI 이용, 사이버안보, 반도체, 핵심 원자재 공급망 안정 등 분야에서 전략적 동반자 관계 틀 내에서 협력이 강화되어 온 점을 평가하였다.
4/ 장관들은 조기경보시스템 협력과 수출통제 협의가 양국의 경제안보를 효과적으로 강화해 왔다고 평가하였다. 또한 공급망 모니터링 방식에 대한 교류가 향후 경제안보 협력 강화를 모색하는 데 건설적인 단계가 되었음을 확인하였다. 장관들은 향후 이러한 노력을 더욱 확대하고, 무역 분야를 포함한 새로운 경제안보 협력 영역을 선제적으로 발굴해나갈 것을 강조하였다.
5/ 장관들은 디지털 영역에서 개방되고, 국제적이고, 상호운용이 가능하며, 안정적이고, 안전한 사이버 공간 증진을 위한 협력이 확대되고 있음을 환영하였다. 또한 향후 양국이 사이버 위협 억지, 국제법 및 규범 발전, 사이버 회복력 강화를 위한 긴밀한 파트너십을 한층 강화해나갈 방안을 지속 모색해 나가야한다는 점을 강조하였다.
6/ 장관들은 인공지능의 책임 있는 군사적 이용(REAIM) 프로세스와 유엔 군사분야 AI 결의가 관련한 국제적 논의를 이끄는 데 있어 중요한 역할을 수행하고 있음을 재확인하고, 2026년 2월 4일부터 5일까지 스페인 아 코루냐에서 개최된 제3차 REAIM 고위급회의의 성공적인 개최를 환영하였다. 또한 장관들은 향후 양국간 정기적인 인공지능 실무급 대화 추진 및 포용적인 국제 논의를 통해, AI에 관한 책임있고, 안전하며, 인간 중심적인 접근과 관련된 여타 사안들에 대해서도 양국이 협력할 필요가 있음을 확인하였다.
7/ 장관들은 정부 협의, 무역 사절단, 무역 박람회 참여 등 반도체 분야 양자 협력을 강화하기 위해 취해진 노력을 환영하였다. 또한 양국 중소기업과 연구개발 기관·시설 간 연계를 포함하여 반도체 생태계 간 보다 긴밀한 연결을 실현함으로써 전략적 협력을 지속·강화해 나가겠다는 의지를 재확인하였다.
8/ 장관들은 최근 헤이그에서 서명된 반도체, 양자기술 등 전략적 분야 공동 연구개발 추진을 위한 의향서를 토대로 첨단기술 생태계에 대한 상호 투자를 모색하겠다는 공동의 의지를 확인하였다.
9/ 장관들은 최근 공급망 교란에 대해 우려를 표명하고, 핵심 품목 및 기술을 포함한 지속가능하고 투명하며 안전한 공급망 구축을 지원하기 위해 공급망 모니터링, 다변화, 비축 정책 등에 관한 양국 간 지속적 논의와 협력의 중요성을 강조하였다.
10/ 장관들은 차기 2+2 외교·산업 고위급 대화를 2년 후 네덜란드 헤이그에서 개최하기로 합의하였다.

Joint statement between the Minister of Foreign Affairs and the Trade Minister of the Republic of Korea and the Minister of Foreign Affairs and the Minister of Foreign Trade and Development of the Kingdom of the Netherlands on the occasion of the inaugural 2+2 Foreign and Industry High-level dialogue
1/ On the occasion of the inaugural 2+2 Foreign and Industry High-level dialogue, the Minister of Foreign Affairs and the Trade Minister of the Republic of Korea met with the Minister of Foreign Affairs and the Minister of Foreign Trade and Development of Kingdom of the Netherlands (hereafter ‘the Ministers’) in Seoul, Republic of Korea on Wednesday February 11, 2026.
2/ Against the backdrop of increasing geoeconomic tensions, a faltering international trade system, and rapid advancements in new and disruptive technologies, the Ministers reaffirmed the need to further deepen bilateral cooperation based on the Strategic Partnership between the two countries. The Ministers acknowledged that the Republic of Korea – Kingdom of the Netherlands Strategic Partnership remains an invaluable instrument for guaranteeing sustainable growth capacity, economic security, and technological leadership, within a rules-based order, of both the Republic of Korea and the Kingdom of the Netherlands.
3/ The Republic of Korea and the Kingdom of the Netherlands are important trading and investment partners. The Ministers acknowledged the progress made within the bilateral framework of the Strategic Partnership, in strengthening cooperation related to: trade, economic security, the responsible use of AI in the military domain, cybersecurity, semiconductors, and the stability of critical raw materials supply-chains through annual consultations and dialogues.
4/ Collaboration on Early Warning Systems and export control consultations were deemed by the Ministers to have effectively strengthened the economic security of both countries. The Ministers affirmed that exchanges on supply-chain monitoring methods were considered a constructive step toward exploring future cooperation in strengthening the economic security of both countries. The Ministers underscored the need to further expand these initiatives going forward, while also proactively identifying new areas of economic security related cooperation, including in the trade domain.
5/ In the digital domain the Ministers welcomed increased cooperation to promote an open, global, interoperable, stable and secure cyberspace. The Ministers underscored that going forward both countries should further explore ways to strengthen the close partnership in deterring cyber threats, developing international law and norms, and enhancing cyber resilience.
6/ The Ministers affirmed that the Responsible AI in the Military Domain (REAIM) process and the Artificial Intelligence in the Military Domain (AIMD) United Nations Resolutions remain important instruments in guiding the international debate related to responsible artificial intelligence in the military domain and welcomed the successful conclusion of the third REAIM Summit in A Coruña, Spain on February 4-5, 2026. The Ministers affirmed the need for both countries to also explore cooperation on other aspects related to a responsible, safe, and human-centric approach to Artificial Intelligence, by realizing a regular bilateral working-level Artificial Intelligence dialogue and through inclusive international discussions going forward.
7/ The Ministers welcomed the steps taken to strengthen bilateral cooperation in the field of semiconductors, through government consultations, trade missions, and participation in trade shows. The Ministers reconfirmed their intent to continue this cooperation going forward and also to further strengthen strategic cooperation on semiconductors by realizing closer linkages between the semiconductor ecosystems of both countries, including those between small and medium enterprises and R&D organizations and facilities.
8/ The Ministers affirmed their shared commitment to exploring mutual investments in advanced technology ecosystems, building on the recent Letter of Intent signed in The Hague to advance joint R&D projects in strategic areas such as semiconductors and quantum technologies.
9/ The Ministers expressed concern about recent supply-chain disruptions and highlighted the importance of continued discussion and cooperation between both countries on supply-chain monitoring, diversification as well as exchanges on stockpiling initiatives, with a view to supporting the realization of sustainable, transparent, and secure supply-chains, including those for critical items and technologies.
10/ The Ministers agreed to organize the next 2+2 Foreign and Industry High-Level dialogue in two years time in The Hague, the Netherlands.
